The Knesset Elections Law lists the groups who vote with a double envelope, outside the station where they are registered:

The list is based on the Knesset Elections Law [Consolidated Version], in the version published by the Central Elections Committee (Hebrew).

כמה מעטפות כפולות ישHow many special ballots there are

חלקם של קולות המעטפות הכפולות בכלל הקולות הכשרים עלה מ-5.5% בכנסת ה-21 ל-9.6% בכנסת ה-24. בכנסת ה-25 השיעור היה דומה ועמד על 9.6%, שהם 458,714 קולות כשרים.

Special ballots' share of all valid votes rose from 5.5% in 21st Knesset to 9.6% in 24th Knesset. In 25th Knesset it was similar, at 9.6%, or 458,714 valid votes.

מתי הן נספרותWhen they are counted

בכנסת ה-25, בנתונים שנשמרו ב-3 בנובמבר 2022 בשעה 01:54 נכללו 90.00% מכלל הקולות הכשרים בתוצאה הסופית, ועדיין לא היו בהם קולות ממעטפות כפולות. מתוך הקולות שעוד לא נכללו בנתונים האלה, 96% היו קולות של מעטפות כפולות. קולות המעטפות הופיעו לראשונה בעותק שנשמר בשעה 07:57, ובעותק של 20:03 כבר נכללו 99.98% מהקולות.

In 25th Knesset, the data saved on 3 November 2022 at 01:54 included 90.00% of all valid votes in the final result, and no special-ballot votes yet. Of the votes not yet in those data, 96% were special-ballot votes. Special-ballot votes first appeared in the copy saved at 07:57, and the copy saved at 20:03 already included 99.98% of the votes.

השעות מציינות מתי ארכיון האינטרנט שמר עותק של אתר התוצאות. אפשר ללמוד מהן על סדר הדיווחים שנשמרו, אבל לא מתי נספרו הקולות או מתי פורסמו התוצאות.

The times show when the Internet Archive saved a copy of the results website. They tell you the order of the saved reports, but not when the votes were counted or when the results were published.

למה הן יכולות להזיז את התוצאהWhy they can move the result

מצביעי המעטפות הכפולות אינם מדגם מייצג של כלל הבוחרים. בכנסת ה-25 שיעור התמיכה בחלק מהרשימות היה גבוה יותר במעטפות מאשר בקלפיות הרגילות, ובאחרות נמוך יותר. עמודת ״יחס״ מציגה את שיעור הקולות של הרשימה במעטפות הכפולות חלקי שיעורה בקלפיות הרגילות, וערך גדול מאחד אומר שהרשימה חזקה יותר במעטפות.

Special-ballot voters are not a representative sample of all voters. In 25th Knesset some lists had higher support among special ballots than at ordinary stations, and others lower. The "Ratio" column shows a list's vote share among special ballots divided by its share at ordinary stations, so a value above one means the list was stronger among special ballots.

גם אחרי שרוב הקלפיות הרגילות דיווחו, חלק ניכר מהקולות עוד מחכה לספירה. רשימות שקרובות לאחוז החסימה וגושים שקרובים לרוב עדיין יכולים להרוויח או להפסיד מנדטים, ולכן בסוף הלילה כדאי לקרוא את התחזית יחד עם הטווח שלה.

Even after most ordinary stations have reported, a large share of the vote is still waiting to be counted. Lists near the threshold and blocs near a majority can still gain or lose seats, so late in the night it is worth reading the forecast together with its range.
